Scott Sumner is an “open borders skeptic” in the sense that he has broad sympathy with the open borders position but has reservations about embracing it wholeheartedly. This puts him in a similar category as Tyler Cowen, though his view of open borders, and of open borders advocacy, appears more favorable than Cowen’s.
