Isaac Asimov & Immigration: Fiction as Social Commentary


The celebrated writer Isaac Asimov (1920-1992) was born in the Soviet Union to his great surprise. He moved to quickly correct the situation by stowing away in a piece luggage at the age of three. He settled down in New York City and by the age of eight he had acquired US citizenship. He wrote prolifically during his lifetime and his books can be found across the Dewey decimal system.

He is perhaps best known for penning the ‘Robot’, ‘Empire’, and ‘Foundation’ books which together paint a history of the future chronicling the early exploration of space, the future relationship between man and robot, and the rise and fall of galactic empires. For this Asimov is often thought as a science fiction writer, but I think this is misunderstanding the point of his fiction. Asimov’s books used science fiction as his setting, but could have worked just as well if they were set in colonial America.

It is better to think of Asimov as a social commentator, and as a social commentator he wrote quite extensively on immigration. One of his most explicit stories on immigration is the novelette, “Mother Earth” (published originally in magazine form and re-published in The Early Asimov).

The premise of the story is that Earth’s former space colonies, the Spacer worlds, have implemented immigrant quotas on Earth. Earth’s population has swelled to the billions and, as Asimov explains in-story, has become technologically stagnant since the brightest of mankind have left to space or are in the process of doing so. In other words Earth is experiencing a severe case of brain drain.

The Spacers, the descendants of the early space colonizers, view their Earth-bound cousins as a lesser sub-race. Even before explicit immigration quotas were put in place the Spacers had begun to genetically modify themselves to get rid of any undesired genetic traits. Their desire to restrict Earth migration is as such partly based on racism.

It is also partly based on economics. The Spacers themselves are more technologically advanced and so do not need ‘high skilled’ migrants from Earth. The use of robots has all but eliminated the need for ‘low skilled’ migrants. The only migrants that are sought after are those skilled in agricultural science. In a plot relevant point, food in the Spacer worlds lack ‘taste’ and there is a premium value in imported Earth food.

The novelette chronicles the conclusion outcome of this scenario. After negotiations to loosen the immigration quotas fail Earth and the Spacer worlds wage a war against each other. Earth is quickly defeated and has the worst possible punishment inflicted on it possible: closed barriers. The Spacers erect a barrier around the solar system and forbid any further migration from Earth.

The conditions of peace were unusual, perhaps unique, and under the force of an unprecedented humiliation, all the hordes of Earth seemed suddenly struck with a silence that came from a shamed anger too strong for words. The terms mentioned were perhaps best commented upon by a voice on the Auroran video two days after they were made public. It can be quoted in part:

“…There is nothing in or on Earth that we of the Outer Worlds can need or want. All that was ever worthwhile on Earth left it centuries ago in the persons of our ancestors.”

“They call us the children of Mother Earth, but that is not so, for we are the descendants of a Mother Earth that no longer exists, a Mother that we brought with us. The Earth of today bears us at best a cousinly relation. No more.”

“Do we want their resources? Why, they have none for themselves. Can we use their industry or science? They are almost dead for lack of ours. Can we use their man power? Ten of them are not worth a single robot. Do we even want the dubious glory of ruling them? There is no such glory. As our helpless and incompetent inferiors, they would be only a drag upon us. They would divert from our own use food, labor, and administrative ability.”

“So they have nothing to give us but the space they occupy in our thought. They have nothing to free us from but themselves. They cannot benefit us in any way other than in their absence.”

“It is for that reason that the peace terms have been defined as they have been. We wish them no harm, so let them have their own solar system. Let them live there in peace. Let them mold their own destiny in their own way, and we will not disturb them there by even the least hint of our presence. But we in turn want peace. We in turn would guide our own future in our own way. So we do not want their presence. And with that end in view, an Outer World fleet will patrol the boundaries of their system, Outer World bases will be established on their outermost asteroids, so that we may make sure they do not intrude on our territory.

“There will be no trade, no diplomatic relationships, no travel, no communications. They are fenced off, locked out, hermetically sealed away. Out here we have a new universe, a second creation of Man, a higher Man…”

In the epilogue and further installments of series we learn the outcome of this closed border policy is disastrous for both sides. The Spacer worlds begin to deteriorate without Earth migrants. Earth migrants, it turned out, were those most adventurous when it came to space exploration. Without the entrepreneurial drive of migrants space exploration ceases along with technological advances. Meanwhile the racial policies the Spacers have been following come back to haunt them when they realize that they’ve been retarding their ability to adapt to space.

In the aftermath of the war Earth finds itself taken over politically by those who believe the only answer to ‘overpopulation’ is population control. Balance is only restored when open borders between Earth and the Space worlds is reestablished in the future and a new wave of space exploration migration begins. Open borders, it turns out, is necessary for humanity to flourish across the stars.

Readers may wonder why I have chosen to share this story. Am I, as Murray Rothbard called some of his detractors, a space cadet trying to trivialize the open borders movement by infusing it with unneeded futurism? No, as I noted above, Asimov’s stories are better viewed as social commentaries.  As I’ve written before, there is a place in the movement for philosophy-based arguments in favor of open borders and by all means we should continue down that path. We must however also package our arguments to reach different audiences.

One such method of packaging our arguments is through the use of fiction.

The beauty of fiction is that, when properly written, it can be enjoyed for its own sake while still providing a message. Paul Krugman, whom my co-blogger John Lee has previously written about, is a big fan of Asimov’s fiction despite being a moderate on immigration.

Krugman, who credits Asimov for his choice to enter economics and who wrote a foreword for new copies of the Foundation series, agrees with me that Asimov isn’t a science fiction writer. In Krugman’s words:

Maybe the first thing to say about ‘Foundation’ is that it’s not exactly science fiction—not really. Yes, it’s set in the future, there’s interstellar travel, people shoot each other with blasters instead of pistols and so on. But these are superficial details, playing a fairly minor part in the story.The‘Foundation’ novels are about society…

Asimov himself, in his non-fiction writings, wrote on the dangers of ‘over population’ despite the solid pro-open borders message of his books. That is how powerful good fiction can be. Asimov might have been wrong on economics when he consciously wrote on the topic, but in his fiction writing he got it right. As most fiction writers will point out, it is not uncommon for a story to ‘write itself’ or for a character to become alive on its own after you lay the groundwork.

I propose as such, as a possible avenue of open border advocacy, the pursuit of fiction dealing with open border themes. There are several pieces of fiction that deal with immigration, and I recommended several films this past Christmas that did just that, but few with an explicit open border bent exist. The trouble of course, and here too most fiction writers will collaborate with me, it is difficult to set out to cover a specific topic in fiction. It is easy to begin writing about X and find yourself covering Y as the story evolves. Nonetheless it is a pursuit worth pursuing.

I close by emphasizing that this article should not be taken to mean that we should cease writing in a given direction. The open borders movement has seen its birth in a certain sub-population and I argue simply in favor of adopting our advocacy efforts to attempt to capture readers from other sub-populations.

What open borders advocates and scholars of migration and development can teach each other

I’ve recently been reading the scholarly literature on migration and development. In this blog post, I attempt to summarize my understanding of important ways in which researchers in the area are similar to and important ways that they differ from open borders advocates. Then, I’ll discuss what I think both sides can learn from each other.

For examples of the sort of things I’ve been reading, consider this 2007 report for the Department for International Development in the UK, this article on labor migration in India, the World Bank People Move blog, and the websites of KNOMAD and Migrating out of Poverty.

Who are the migration and development scholars who’ve explicitly endorsed radically freer migration?

Some scholars of migration and development are quite sympathetic to the logic of open borders, want the world to move as far as possible in that direction, and explicitly say so. One example is Michael Clemens. While he has expressed some terminological disagreement with “open borders” as a term, he accepts the basic moral logic, he’s all for the main aspects of open borders, and he supports moving as far in that direction as is feasible. Clemens is a co-creator of the place premium and income per natural concepts. He has raised the status in the economic development community of the idea that development is about people, not places. And he wrote the paper that prompted Bryan Caplan to come up with the double world GDP slogan. Note that Clemens isn’t famous solely as a migration researcher; he has also been at the forefront of critiquing some aspects of the Millennium Villages Project.

Another migration scholar who’s expressed considerable sympathy for the open borders position is Lant Pritchett. Pritchett co-authored the place premium paper with Clemens, and has also written a book advocating for freer migration. Pritchett is a renowned development economist who has done considerable work on many areas unrelated to migration, including the return to schooling worldwide and the relation between desired and actual fertility and the importance of contraception to fertility reduction.

How has the community of development scholars changed its views on migration?

I haven’t been able to get a very clear picture, but it seems to me that the international development community as a whole used to be more hostile to migration as a poverty reduction strategy, but they are now more open to it. The following are some general observations:

  • Brain drain was considered a major argument against migration among development scholars, but the balance of the evidence in recent years has moved scholars to the view that the problem is not severe, with many scholars believing that brain circulation and idea flows can be beneficial on net.
  • Historically, the dominant view in the international development community has been similar to the view of many mainstream moderate pro-immigration people that John Lee described here, namely, that migration is not natural, that barriers to it are natural, and that removing migration barriers creates an artificial subsidy encouraging people to move. They’ve also taken the view that suggesting migration as a solution to poverty is essentially a cop-out that accepts defeat in tackling the harder problem of how to get countries to develop. These views again seem to be declining somewhat. It’s more common now for development scholars to consider migration a legitimate part of a strategy that can facilitate improvements in the living conditions of people who migrate and people who stay behind.
  • Dilip Ratha’s work on remittances (see also this New York Times article) got people more interested in the idea that migration can benefit the people who are left behind. Robert Guest’s book on the importance of diasporas encapsulates the growing recognition among migration scholars of how migration can benefit people everywhere, not just those who migrate.

How do the mainstream migration and development scholars differ from open borders advocates in their views and in their rhetorical emphasis?

In general, mainstream scholars of migration and development are quite similar to the mainstream moderate pro-immigration people John Lee described. In some respects, however, the scholars of migration and development come closer to the open borders position. In particular, compared to mainstream pro-immigration people, and perhaps even compared to some open borders advocates, they differ in these respects:

  • They have a clearer understanding of what poverty and wealth mean, and how rich and poor people are in different parts of the world. And they confront these facts on a regular basis in their work, so it’s harder for them to simply brush these under the carpet. Even somebody like Paul Collier, who wrote the book Exodus that took a lukewarm stance to migration, showed clear understanding and concern about just how big the differences in living standards are.
  • Even if they don’t use the term, they understand the concept of the place premium — the idea that an individual can improve his or her earnings just by crossing borders, with no change in skills, and that much of this improvement is attributable to differences in the value of what the person produces rather than a result of labor legislation or government redistribution.
  • They understand that governments often pander to nativist, citizenist, and territorialist sentiments to an extent that goes beyond what they think is morally appropriate, and also that the sentiments they are pandering to often rely on misguided economic logic. They themselves personally lean more universalist, sometimes in the additive utilitarian sense, sometimes in the egalitarian sense.
  • Even if they’re not themselves libertarians, the libertarian argument in favor of the right to migrate is something that stands out to them more than it does to moderate pro-immigration folks who haven’t thought much about international development. To them, it’s not just an armchair hypothetical. They are also aware of arguments based on human capabilities, even if they haven’t encountered the explicit framework.

On the other hand, they still differ from us “tear down the borders” folks:

  • Their more laser-like focus on poverty alleviation can make them seem somewhat lacking in moral qualms as they discuss issues of optimal migration policy, even when they favor freer migration.
  • Even when they do favor dismantling border controls or other regulations, they’ll frame it in language that suggests more government management of migration. For instance, a concrete recommendation like “get rid of Know Your Customer regulations that forbid migrants from opening bank accounts” would be framed as “facilitate migrant access to banking through reform in Know Your Customer regulations.”
  • Many of their recommendations are focused on strengthening existing patterns of migration that already exist, rather than on loosening border controls that could facilitate new patterns of migration. This may be partly because they’re too anchored to the status quo to consider radical changes. More defensibly, diaspora dynamics suggests that it’s easier to facilitate the expansion of existing migration patterns than create new ones.
  • Related to the preceding, migration and development scholars are a lot more focused on intranational migration as well as international migration among low-income countries and between low-income and middle-income countries.
  • For policy questions, migration and development scholars concentrate their energies on thinking about how to tweak existing systems rather than coming up with new systems from scratch (such as DRITI).
  • Migration and development scholars are very focused on other aspects of the welfare of migrants that are not directly related to open borders. These include migrant childrens’ access to schools, migrants’ access to government-provided and private sector services, and facilitation of communication between migrants and their relatives back home.

What can open borders advocates learn from migration scholars?

Here are some things I believe open borders advocates should learn from migration scholars:

  • More attention to the actual experiences of poor people who migrate: Open borders isn’t purely about poor people, and in particular I believe that there will be a strong imperative for open borders even in a world without poverty. But certainly, freer migration should be an important part of the toolkit to end poverty, and the current state of world poverty considerably raises the importance of the issue. To the extent that open borders advocates are interested in the issue not just theoretically but at a practical level, a closer empirical look at how poor people fare under migration is warranted. Migration and development scholars spend a large part of their life thinking about poverty, and we can be inspired to spend at least a few hours on it.
  • More focus on intranational migration, migration between low-income countries, and migration from low-income to middle-income countries: Open borders advocacy can sometimes seem like too much speculation about something that doesn’t exist at all. And to an extent, that’s right: open borders across a huge place premium (of 5X or more) hasn’t happened. But it might be worth looking at the huge amount of migration that already exists and understanding its implications. While still arguing morally for open borders worldwide, we can focus more on understanding what already exists and making changes to it. Often, there is little reliable data and little interest among readers in such matters (such as Nepal and India, or North Korean refugees), simply because blog readers are highly likely to be in First World countries and are more aware of First World issues. But I think that pushing more in the direction of better understanding migration as it’s actually happening is worthwhile, even if it doesn’t make us popular. We can be inspired here by migration scholars, who have worked very hard to compile data and collect anecdotes to further the world’s understanding of migration.

What can migration scholars learn from open borders advocates?

I think migration scholars can also take a few lessons from open borders advocates:

  • The moral case for free migration matters. It’s the foundation of everything else. Make the case boldly wherever possible.
  • It helps to consider the radical proposal that is open borders, and ask just how far one can get there. Bold policy changes can be useful to consider, even if they aren’t possible to directly implement. It’s not good to stay anchored to the present all the time.
  • When advocating for reductions in government restrictions on migration, it may make sense to not obfuscate this with the “more government management of migration” language. Further, in cases where the optimal policy comes very close to complete deregulation, consider advocating complete principled deregulation instead of trying to target the specific optimal policy. Complete principled deregulation, even if not optimal on paper, leaves less room for governments to re-institute the counterproductive controls seen in current policy.

Paul Collier’s Exodus and the risks of migrant diasporas

Paul Collier, a professor of economics at Oxford University and author of The Bottom Billion, among other recent popular works, believes that, unless checked by unbiased, data-driven policies in the rich world, immigration from the global South to the global North will accelerate to point where both the rich and the poor worlds are harmed by it. In his new book, Exodus: How Migration is Changing Our World, Collier describes a model of how large and persistent diasporas can fuel immigration, namely by lowering the natural barriers to migration (a diaspora is a little more like home). Moreover, his model predicts that, absent migration controls, there is no natural equilibrium point; i.e., immigration will continue to add to the diaspora community and the growing diaspora will catalyze more and more immigration.

Given his model, one of Collier’s concerns is that immigration from poor countries will involve “settling” diasporas of immigrants who have anti-social norms and low levels of trust. Indeed low trust and bad norms go a long way in explaining why those countries are poor in the first place, and by settling in the rich world without assimilating, the poor will keep their anti-social norms and risk spreading them to the host population as well.

Throughout reading Exodus, it seemed as if Collier had forgotten what he wrote in the Bottom Billion. In that book, he identified several “traps” that hindered substantial social and economic progress in the poorest countries. The poorest countries usually suffer from a cocktail of these traps. But it isn’t until near the end of the book that he mentions these causes of persistent poverty.

The underlying difference in incomes between rich and poor societies is due to differences in their social models. If Mali had a similar social model to France and maintained it for several decades, it would have a similar level of income. The persistence of differences in income is not inherent to differences in geography. Of course, differences in geography matter: Mali is landlocked and it is dry, both of which make prosperity more difficult. But both have been made more of a handicap than they need to be. Being landlocked is greatly compounded by the fact that Mali’s neighbors also have dysfunctional social models: the war currently raging in Mali is a direct spillover of the collapse of Mali’s neighbor Libya. Being dry is made more difficult by heavy reliance upon agriculture: Dubai is even drier, but it has diversified into a prosperous service economy where the lack of rainfall is of no consequence.

This is not to say that the problems Collier highlights in his newest book aren’t real. I reckon they are, and he provides a useful discussion of some research on trust levels of different societies, citing, for example, a study showing differences between countries of the strategies adopted in cooperative games. But it seems, given his own previous contributions to the understanding of global poverty, that social models are but one facet of the problem. It also seems difficult to tease apart cause and effect in the relationship of trust and the structure of institutions. It is plausible that a large influx of unassimilated low-trust immigrants could impair the smooth functioning of institutions requiring social trust. But it also seems appropriate (or at least strategic) that low-trust norms would arise in environments that lack strong institutions of markets and private property.

Related to the problem of low-trust immigrants is the effect that greater diversity may have on trust in the host society. Collier offers several anecdotes about how the social norms of immigrants from poor countries can lower trust among all parties in society. The anecdotes are typically news stories where immigrants have committed crimes and, instead of condemning the criminals, the immigrant community and its advocates among the indigenous protect the criminals. In such cases, he characterizes the advocates as “supervillains” who damage societal cohesion more than even the anti-social criminals themselves. In the cooperation games I mentioned above, prevalence of defending bad behavior (punishing the agents who themselves punish uncooperative behavior) makes cooperative strategies unstable. Collier frets that punishment of antisocial behavior among immigrants will be viewed as discrimination, and condemnation of behavior misconstrued as discrimination is dangerous to social cohesion.

For all the pages he spends on these dire warnings, he scarcely acknowledges at all that honest-to-goodness discrimination actually exists. The flip side of bleeding heart indigenous liberals and clan-first immigrants defending co-ethnic criminals is indigenous authorities implementing policies that discriminate against minorities. New York City mayor Michael Bloomberg, in defending “Stop-and-Frisk” policies disproportionately directed at black and Hispanic males and promoting police spying on Muslim communities, is a supervillain every bit as threatening to social trust as any of Collier’s defenders of bad immigrants.

It was interesting to read such a negative view of the functioning of migrant diasporas, having just read (and written about) Robert Guest’s book.  In Collier’s view, a migrant diaspora is something that will quickly grow out of control and possibly begin to etch away at the norms and attitudes that keep society cooperative. In other words, diasporas can hinder the formation of social bonds within society. Guest, by contrast, tries to illustrate that far-flung diasporas can facilitate the formation of social bonds between societies. I am ultimately unconvinced by Collier’s depiction of diasporas as entities to be feared, largely because the incentives to fit in with the host society are extremely powerful, examples abound of host societies coping perfectly well with large diasporas (especially in America), and most importantly, I view immigrants as just regular folks trying to get by. But even supposing Collier is right that large diasporas can hurt intrasocietal bond formation, I would be inclined to view Guest’s intersocietal bond formation story as the more important of the two. I suspect the world faces a greater deficit of international goodwill than it does of intranational goodwill.

Collier’s actual policy proposals do not favor restricting immigration altogether, but aim to reduce the flow of immigrants by dispersing and absorbing diasporas.

A fit-for-purpose migration policy therefore adopts a range of strategies designed to increase the absorption of diasporas. The government cracks down hard on racism and discrimination on the part of the indigenous population. It adopts Canadian-style policies of requiring geographic dispersion of migrants. It adopts America-in-the-1970s-style policies of integrating schools, imposing a ceiling on the percentage of pupils from diasporas. It requires migrants to learn the indigenous language and provides the resources that make this feasible. It also promotes the symbols and ceremonies of common citizenship.

One can clearly see that Collier isn’t a hardcore restrictionist. He even suggests legalizing immigrants as guest workers, partly as a way to reduce the costs of having large numbers of immigrants living in the shadows. Some of the policies proposed here are rather coercive, and limit the very freedoms of movement and association that form the core of my open borders position, yet they are similar in spirit to some of the keyhole policies discussed elsewhere on this site.  And fundamentally, Collier does not want to end immigration, but only to slow–by technocratic means–the acceleration of immigration he foresees. It is perhaps a sobering assessment of the state of world migration policy that, if Collier’s favored policies were implemented globally, it would represent an improvement on the status quo.

Economists want more immigration, why don’t you?

A perennial assertion of open borders skeptics is that they are the voice of reason and empirics in the immigration debate, while open borders advocates are soft-headed people thinking with their hearts instead of their brains. So this humble blogger spent a Friday lunch hour in Washington, D.C. attending a Cato Institute panel titled What Economists Think About Immigration. Incidentally, the panel was broadcast on C-SPAN, and thanks to them, you can also view the full panel online.

Of the four people on stage, only one was a new face to me:

  1. Alex Nowrasteh (moderator of the panel, Cato Institute researcher, and an Open Borders blogger)
  2. Madeline Zavodny (panelist, chair of the Agnes Scott College economics department)
  3. Ethan Lewis (panelist, associate professor of economics at Dartmouth, and my former econometrics professor)
  4. Michael Clemens (panelist, Center for Global Development researcher, and the man who single-handedly changed the way I think about immigration)

Zavogny presented first, talking about high-skilled immigrants to the US and how they contribute economically to the US. I think even open borders skeptics tend to favour high-skilled immigration. Those who don’t are either unmoored from reality, or openly admit that they don’t have a hard empirical reason for their belief that high-skilled immigrants should be banned from taking good jobs. So I won’t cover Zavogny’s presentation in depth.

Clemens presented third, but similar to Zavogny, I don’t think he covered much terribly new ground in the debate (at least, that would be new to someone already familiar with the academic debate on immigration’s empirical impacts). Clemens presented a version of his double world GDP lecture, covering the usual ground: immense gains to migrants, doubling world GDP, banning “brain drain” dehumanises immigrants and doesn’t help anyone, and ending restrictions on freedom of movement may seem crazy, but crazier things have happened (see: the abolition of slavery).

Lewis, on the other hand, presented some really compelling and new material. To me, one of the new things was how strongly he feels about immigration! I suppose econometrics does not lend itself to very passionate lectures, but although I knew he studied immigration while I was a student of his, I had no inkling of the depth of his support for reducing immigration restrictions.  (Full disclosure: I was also a student of his wife, Elizabeth Cascio, who supervised my senior seminar and final economics paper.) Even more new and exciting to me: Lewis presented some of his latest work, which finds that immigration has boosted the income of Americans across the board — even low-income Americans.

Perhaps the most commonly-cited harm of immigration is its impact on the wages and employment of natives. Immigration supposedly reduces wages across the board. This is a complete myth, which no economist would sign on to (at least, none that I’ve read, including prominent skeptics). There is concern among a few economists that immigration harms income and employment for low-earning natives. However, few find this result, and most that do have been subject to various criticisms: the impact they find is extremely small (the most popular estimate here would suggest that 20 years of immigration to the US resulted in a cumulative 3% decline in low-earning natives’ wages); it’s sensitive to the removal of a few data points; it doesn’t account for how capital investments  react to the influx of labour; it relies on data from a period when other things driving reduction in wages, such as the decline of trade unions, could be confounding the results.

Lewis presents a slide (at roughly the 25:30 mark in the C-SPAN recording) suggesting that not only has immigration increased the wages of high-skilled natives, as you would expect — it has also increased the wages of low-skilled natives. Why does the wage data suggest this? What plausible mechanisms are there? Lewis suggests two major things:

  1. Changes in the use of capital — firms respond to an influx of immigrants by investing less in capital than they had planned, creating jobs for low-skilled natives as well as immigrants and ameliorating the potential negative wage impacts for low-skilled natives
  2. Immigrants compete in a different labour market than natives — immigrants whose English fluency is limited or non-existent will compete among one another for jobs, and natives emerge unscathed thanks to their English skills

Lewis presents the arguments for these mechanisms quite well, so I’d urge you to watch his talk yourself. In particular, he has a number of interesting charts backing all these points up. My understanding is he has a forthcoming paper that will fully flesh out the ideas in his presentation. My take is this is just one data point, but if you’re analytically evaluating the likely outcomes of more immigration, seeing this ought to make you revise upward your assessment of the probability that immigration helps or doesn’t harm natives. And given the existing literature, that assessment should already have been assigned a fairly high probability in the first place — certainly not the 0% chance that so often seems to be assumed in immigration debates.

Lewis wraps up his talk by urging the audience to think beyond the current policy debate in Washington, which focuses today primarily on whether to regularise the 11 million unauthorised immigrants currently living in the US. He points out that it makes absolutely no sense to ban people from migrating in the first place, and given the immense gains to the migrants, even if you don’t believe his estimates, you should be happy to enforce a tax or fee on them that captures some of those gains, to ensure all natives benefit from immigration.

Economists overwhelmingly reject popular myths that immigrants are economic harms. Yet these myths refuse to die. We no longer believe that Jews drink the blood of babies, that Chinese eat rats, or that Irish are just drunk beggars. Why do we believe that people born on the other side of an invisible line called the national border are an incredible harm to us, while people born on the other side of an invisible line demarcating a county or province are perfectly guiltless? Both types of people are as likely to “steal” our jobs and drive down our wages. But one person we call a criminal for crossing that invisible line; the other, we call a good citizen.

I can’t echo my former professor’s words enough. We need to think beyond today’s debates about immigration. The fact is, today’s debates rely on ignorant assumptions about immigration. They assume immigrants are “job thieves”. Having a debate on these terms is like arguing whether we should let more Jews in or hold back lest they start drinking our children’s blood or poisoning our wells. We’re starting from premises so utterly wrong that there’s no point having the debate.

Of course the US should have a process for legalising people who’ve lived in the US for a long period of time. If they ever did any harm by crossing an invisible line 10 or 15 or 20 years ago, as long as they aren’t committing any crimes and harming anyone today, we should live and let live. This is so basic that as Lewis says, we need to think bigger. We need to reject the myths of the past, and adopt a reality-based immigration policy — one that embraces all human beings as people with dreams and goals and potential and contributions that will enrich us all and build our communities.

“Brain drain” does not harm political activism: my experience, and open borders

I just picked up my copy of the latest edition of The Economist, which had plenty to say about the recent elections in Malaysia (see this story, for instance). I’ve been asked to comment on this from an open borders standpoint — specifically, on how being a Malaysian living overseas has affected my ability to contribute to the political life of my nation. A common concern raised about open borders is that permitting migration more broadly might delay political reform in dysfunctional countries. I think I am well-placed to discuss this: this was the second Malaysian election in my adult life, and also the second I’ve participated in from overseas.

When I was a student during the last Malaysian national elections in 2008, I contributed financially to the causes I support. I also helped write campaign communications material, and I had no issues following the campaign from my university’s New Hampshire campus. Throughout the time I’ve been in the US, I’ve stayed abreast of Malaysian affairs, and for a few years, penned a regular column on Malaysian politics for a popular news website .

It’s actually remarkable how to a significant degree, online news and social media have made it easy to keep one’s thumb on the pulse of the zeitgeist. Sometimes readers would ask me how I knew what people were thinking or feeling back home, and it almost felt cheap to say that I just read blog comments or listened to what people were saying on Facebook. Of course, it also helped that I spent a few weeks at home whenever I had vacation time. This recent election, I similarly helped by donating money to the candidates I supported. Coincidentally, I donated to one of these candidates because another Malaysian currently living and working in Mongolia prodded me to, and offered to match my donation.

But beyond these basic things, which I could have done from Antarctica, I also plugged into the Malaysian diaspora in the US. There aren’t many of us here, but for the past 5 years in a row, I’ve helped organise a conference on Malaysian affairs in the northeast (and advised others as they began to organise similar gatherings in the midwest and west coast) — the Malaysia Forum. I organised and attended demonstrations in Washington, DC and New York City demanding a fairer political process.

I still remember how only a couple days after moving into my apartment near Washington, DC I was preparing a poster saying “Where is MY vote?” — a reference to how Malaysian policy then disenfranchised most citizens living overseas. I don’t think any of us at that demonstration outside the Malaysian embassy in DC less than two years ago expected that by this election, we would have the right to vote. And yet, our struggle came through. We were part of a global movement holding simultaneous rallies, in Kuala Lumpur and across the globe, for free and fair elections in Malaysia. At the same time I demonstrated in Washington, I had friends gathering and marching in London, Paris, Melbourne, Singapore, and Kuala Lumpur. The global synchronicity of it lent a powerful impetus to the movement; it was inspiring to Malaysians to think that scattered across our planet, there were Malaysian citizens sharing in the same struggle for democracy in our country. This election, I not only voted for the first time in my life at our embassy in Washington, but I also served as an election observer.

There is a concern that under open borders, people would flee dysfunctional countries instead of trying to fix them, this “brain drain” dooming these countries to failure in perpetuity. This concern is definitely applicable to Malaysia, and it’s something Malaysians openly wonder about and discuss all the time. (If you doubt me, come on over to next year’s Malaysia Forum and listen in.) The size of our diaspora perennially raises concerns that bad government policies are driving Malaysians away — which itself puts paid to the suggestion that emigration papers over domestic political problems.

Moreover, it’s not enough to suggest that apathetic Malaysians are disproportionately represented among emigrants as proof that permitting such migration is an issue. After all, there’s a selection bias going on: would the kind of people who leave Malaysia because they don’t care about it start caring about the country if immigration restrictions forced them to stay back? On the flip side, would the kind of people who love Malaysia but decide to leave it for other reasons stop loving their country?

I think these questions speak for themselves. But some further historical evidence unique to the Malaysian context: the overseas Chinese and Indian communities in Malaysia were extremely politically active in their homelands up until World War II. Sun Yat-Sen paid frequent visits to Malaysia to fundraise and organise, and Jawaharlal Nehru toured Malaysia to drum up political awareness. With a modicum of open borders, people were able to travel and so stay in touch with affairs of their respective homelands. Nowadays with the internet, there is absolutely no reason one can’t play an active role in the political life of one’s home, even from afar.

Another curious political event of note: the affiliates of the Chinese Nationalist Party (Kuomintang / Guomindang) and the Indian Congress Party in Malaysia eventually morphed into the Malaysian Chinese Association and Malaysian Indian Congress. Both went on to fight for Malaysian independence from the British, and remain influential Malaysian political parties today. It is not easy to classify political participation as an either/or thing.

Migration is a socially complex phenomenon. Not all who leave choose to do so permanently. Many return. Some stay. I have met many Malaysians in the US who, for various reasons, have wound up staying here and may wind up dying here. Perhaps their children will grow up as Americans rather than Malaysians (something I personally, at this point in time, can’t conceive of doing as a parent). But they have impressed on me their love for Malaysia despite spending years, if not decades, away from home.

There is no denying that living away from one’s homeland is tough, whether or not you have line of sight to eventually returning home. There are certainly things I could have contributed in this past election had I been home, instead of in the US. But I confess I do not see how forcing me to remain in Malaysia instead of being in the US would have made the political life of my country significantly better off. Neither do I see how forcing the thousands of Malaysians who have left the country to instead stay behind our country’s arbitrary borders would have made things significantly better.

Malaysia may be a unique case because we are a partially democratic country, and so overseas Malaysians have more opportunities to plug into the political struggles of our homeland. But neither pre-WWII China or India were democratic, and yet the Chinese and Indian diasporas stayed looped into the struggles of their respective home countries. One would not refuse refuge to someone fleeing North Korea. The US has open borders for Cubans who can make it to US soil, and Cuban-Americans continue to be vocal about the affairs of their ancestral homeland.

My suggestion is that political involvement primarily depends on how much you care about the issues at hand, not where you are. It might be that where you are affects your ability to hear about the issues, and thus how much you care about them. But that was not much of an excuse when the borders were open enough to let dissidents like Nehru travel, and it certainly isn’t much of an excuse now when we have the internet and Facebook connecting us to far-flung friends and family.

If anything, because of how it promotes exchanges of ideas and commerce, open borders arguably lends greater impetus to far-flung political movements: I earn far more in the US than I could in Malaysia, and can remit my income to Malaysian causes I support. The ideas I learn of in the US are ideas I can translate to a Malaysian context — and similarly I can transmit Malaysian ideas to my US friends and colleagues. Malaysian opposition leaders Anwar Ibrahim (a former Georgetown professor) and Lim Guan Eng (a former Australian student) are fond of quoting American figures like Thomas Jefferson and Martin Luther King, Jr. In a world where ideas are free to roam, it hardly seems right to keep the people behind them in a cage.
