Damn Our Euphemisms: Who is the Accomplice to Murder in Dilley, Texas?

[CONTENT/TOPIC WARNING: Descriptions of violence, conflict, confinement. Strong moral exhortations and confrontational questions. Please be prepared when reading.]

I have said before, and I will keep saying: forcing people to return to violence they have escaped is an open endorsement of that violence, a collusion with their persecutor back home and a joining of the open threat on their lives.

Every year the U.S. mass-exile system forces thousands of people to return to war zones and other dangerous places where they may be and sometimes are murdered with impunity.1 Some of those deported are children. Nowhere is this more true than in Central American states like Honduras, El Salvador and Guatemala, where a toxic brew of corruption, organized crime and neo-colonial fallout have generated ubiquitous violence and the highest murder rates in the world.2 Immigration and Customs Enforcement (ICE) returns many immigrants from Central America to these same states where they are being hunted. You could say they are delivered into the hands of their killers – that their murder is enabled, even assisted, by their deportation, by their deporters.

One study found that between January 2014 and September 2015 eighty-three deportees who were sent back to Honduras, Guatemala, and El Salvador were murdered after their return.3 They were people fleeing the killers who eventually took their lives. People like José Marvin Martínez, who fled violence in Honduras and made it to the U.S. when he was 16, but was deported and four months after his forcible return was shot to death.4 Or Juan Francisco Diaz, also deported back to Honduras, where he too was murdered a few months later.5 Or Giovanni Miranda, who, after spending most of his life in the U.S., was deported to El Salvador to be murdered in front of his wife and son in June 2015.6 Or Edgar Chocoy, 16, who ran away from a gang to the U.S. only to be murdered by that same gang seventeen days after he was deported back to Guatemala in 2004.7 Or an unnamed teenager who was shot to death hours after being deported back to San Pedro Sula, Honduras.8 Moises, 19, was murdered after he was deported to El Salvador.9 And there are too many more names we’ll never know.

What’s more, the number of deportees delivered directly to their killers does not include those who survive attempted murder or other violence because of their deportation – a number no one knows. Isais Sosa, who was 19 when the Los Angeles Times covered his story in 2014, survived being shot by a gang days after his deportation.10 The 19 year old daughter of Dora Lina Meza fled to the U.S. from the same gang that, after she was deported back home, raped her at gun point.11 After Juan Ines Alanis was deported he was kidnapped and held for ransom while his fingers were smashed with a hammer.12

The use of euphemism is a common tactic for masking brutality. Many have discussed the use of “bureaucratic euphemisms” to direct attention away from acts of violence in the context of slavery,13 genocide14 and torture,15 for example. From “special resettlement” to describe the forced relocation and mass murder of millions under Stalin,16 to “sleep adjustment,” and “enhanced interrogation techniques” to describe torture in the Abu Graib prison.17 “Euphemism” comes from the Greek word euphemismos, meaning to use favorable words in place of inauspicious ones,18 literally “eu” and “pheme” together mean “good talk.”19 The only reason to use favorable words to describe human suffering is to hide that suffering from yourself and others. But human beings deserve to have their “inauspicious” suffering described as accurately and directly as possible.

The process of deporting people to their death or maiming is facilitated and hidden from us through the use of euphemism. When we strip away the “auspicious” language, we’re forced to confront honestly the suffering of exiled people and our role in their fate. ICE “detains” (kidnaps20) human beings for the purpose of “deporting” (condemning) them to their “home countries” (war zones) where ICE knows that they could be “persecuted” (raped or murdered in cold blood). But while the euphemism is used to hide culpability, the fact of culpability remains. Where A knows that C will murder B if C finds B; and A kidnaps B and delivers B to C – isn’t A guilty of something? When we acknowledge that ICE knowingly facilitates the death of human beings, it makes it difficult not to assign that institution some amount of moral responsibility and culpability for their actions. The evil of euphemisms used to describe evil should be obvious: talk about violence should be direct and honest because we collude with that which we hide and keep secret. We hide and collude with the suffering of people in the mass exile system when we resort to euphemism and doublespeak.

Translating ICE’s auspicious words into their inauspicious meaning forces us to confront the reality of their injustice. In criminal law, when a person does not themselves murder someone but contributes sufficiently to someone else’s act of murder, we deem this person an accomplice or an accessory to murder. If federal agents delivered U.S. citizens directly into the hands of those who sought to harm them, this would probably be considered both criminal and unconstitutional. But as the Supreme Court admits “in the exercise of its broad power of immigration and naturalization, Congress regularly makes rules that would be unacceptable if applied to citizens.”21 The only reason we don’t recognize mass exile as the moral equivalent of an accomplice crime is because the law has decided that noncitizens are inferior to citizens and may, therefore, be treated as less than human. We protect our own conscience and accommodate this law by covering up human suffering with legal jargon that comports with the denial of human pain. This accommodation makes compliance with the law easier (e.g., “removal to your home country” instead of “deliver you to your killer”).

Let’s discuss a salient example of accomplice crime: a prison for mothers and their children in Dilley, Texas; a place where A kidnaps B and delivers B to C. Let’s talk about how criminal law would evaluate what happens at Dilley if we decided that it actually was not ok to make rules for migrants “that would be unacceptable if applied to citizens.”

The Scene of the Crime

During the week of July 5th to the 11th of 2015, I was one of many volunteer attorneys who spent a week working in the Dilley, Texas internment camp for mothers and their children,22 assisting some of the people imprisoned there with their claims for asylum and “bond” (the immigration equivalent of bail, that is, release from detention while your case is pending).

Just outside the small town of Dilley, just past a federal prison, a forest of industrial flood lights hang over the roof tops of a sprawling internment camp that someone in government has the Orwellian temerity to call the “Dilley Family Residential Center.” That name, which sounds like it might describe a nursing home or gated community, tells you that this is a place of denial and euphemism. Volunteers have compared it to the internment of Japanese Americans during World War II, or refer to it simply as “baby jail.” Both are accurate. It is an ICE operated, Corrections Corporation of America (CCA) administered prison for 2,400 women and children – 1,046 children, in fact, 96 of whom are younger than two.23 It is a series of interconnected trailers and dormitories surrounded by twelve foot high wire fences. It is equipped with a “playground,” and “court rooms,” spartan chambers where immigration judges preside over claims via video monitor from Miami, while the woman on the other end often sits alone with a prison guard at her side, often without an attorney. No one imprisoned in Dilley has been charged with any crime. This is where people are held after their capture near the border before they are either released into the U.S. (if they’re lucky) or deported back to their home country (where, it bears repeating, they may be murdered). Future generations will scarcely believe we were so timid in our opposition to such a place that we allowed it to flourish here. This is where the accomplices hide behind lies.

Much has been written about the madness of places like Dilley, by people with far more knowledge and experience with them than I have, and you should consult these sources first for thorough descriptions of the enormous human suffering Dilley contains.24 I will relate here only two memories from Dilley because they capture the ways in which its brutality is hidden with euphemism and denial.
First, the camp’s entrance: Visitors enter this prison for toddlers and their mothers through a long, white corrugated trailer with a bland gray door. Through the door you pass through antiseptic air and metal detectors flanked by armed guards. You may not enter the facility until you are stripped of any metal or glass on your person. Cell phones are forbidden. Cameras are forbidden. Money is forbidden (although you may take in a maximum of twenty $1 bills). More revealing of Dilley’s true nature, though, are the series of paintings on the wall opposite the metal detectors. They are watercolor-like, saccharine portrayals of life behind the iron fence; people dining carelessly in a prison cafeteria, happy children sitting in a classroom that’s behind bars. Think Norman Rockwell goes to hell. I mention them because they are a visual euphemism – an obnoxious and clumsy effort to convince us that this is a place suitable for human beings; an incredulous invitation to believe there can be happiness without liberty. This awkwardly placed art seems to be a disingenuous answer to a question DHS and CCA wish we would stop asking – how can it possibly be humane (or legal) to imprison whole families? It also smacks of what Vladamir Nabakov and Azar Nafisi called “poshlust,” or the banality and garishness often indicative of brutality, “the falsely important, the falsely beautiful, the falsely clever, the falsely attractive,”25 such as plastic flowers in a prison (or in this case, cheap paintings). The paintings reflect the mundane, humdrum mood with which Dilley personnel regard this place, a mood that evokes what Hannah Arendt called the “banality of evil.” These paintings attempt to warm the world to the idea of putting babies in prison and in so doing reveal the brutality inside.

Second, a very angry parent: At this point in history it is axiomatic to say that immigration detention camps often lack adequate healthcare for their prisoners – and the Dilley camp is no different.26 There are many stories of the people trapped there, adults and children alike, receiving inadequate medical care, or no care at all.27 In one incident, the Dilley facility endangered childrens’ health by giving them dangerously high doses of a Hepatitis A vaccine.28 Add this to humiliating living conditions (I’m told families are packed into bunk beds, in rooms less spacious than a college dormitory, with only a drawn curtain around the bed to simulate privacy, and someone has the gall to call these “suites”); add this to the persistent threats (any time ICE officials and judges remind internees about their imminent deportation they are effectively reminding them of their power to make internees suffer – in any other context we would call that a threat); also consider that many are hostages who cannot pay their ransom (ransom is a much more accurate way to describe the “bond,” $1,500 or more that when paid can ensure their release from this prison until the courts decide their fate, although not all are even eligible for bond); and you can imagine how angry a parent would be if the same people holding their son or daughter prisoner in this place also prevents them from seeing a doctor when they’re sick. Some people don’t need to imagine it. During my time at Dilley, one woman approached some of the volunteers to explain that her son had been feverish for days, that his conditioning was worsening, but that ICE or CCA or both would not release the child to a hospital. This would not be the first time volunteers called 911 for a sick detainee who was not receiving proper care. I cannot forget the rage on that parent’s face. Eyes wide, face red, her lips pursed and her bottom teeth exposed – she was as livid as I have ever seen anyone. If I was outraged, what words exist that could possibly describe how she felt? I feel compelled to talk about that person’s face because it seemed a rare moment of emotional honesty in a place where poshlust and cruel grandiloquence (“Family Residential Center,” “suites”) dominate. She described the injustice of Dilley with her face better than anyone writing about it can with words – her expression stripped away the euphemisms and lies.

So – looking behind the fantasy that those paintings want us to believe – when the people trapped in this government funded hell hole are forced to return to the places where we know they will be harmed or murdered – who is the accomplice to that harm or murder? Is it the ICE officer who physically pushes people into the airplane and forces them to board the flight back into the hands of their killer? Is it the Judge that orders the same? What about the Congress that made this cruelty law and the president who enforces it? Is it the CCA employee who conspires with them to hold that person captive for the purpose of having them forcibly sent away? Is it the guard who ensures this captivity at Dilley? Or the army of technicians, custodians and support personnel who ensure the prison functions and enables the guard? Is it the Customs and Border Protection officer who drags the parent and her child here in the first place to allow this process to begin at all? And what about the denizens of Dilley who support the facility indirectly, by delivering mail or scrubbing floors? What about the lawyers like me who, despite defending the prisoners from exile, must collaborate with this system in the process to do so? What about the taxpayers who funded this place?

Is it hyperbole to call any of these people accomplices to murder? It surely makes us uncomfortable to do so, and that discomfort is precisely what Dilley’s euphemisms are trying to make us forget or ignore. But dismissing this discomfort is dangerous because it deceives us into believing what is not true – that Dilley is anything more than a means to threaten and endanger peoples’ lives. The law of accomplice crime is an important tool for labeling accurately the cause and effect of what goes on at Dilley, even if it seems hyperbolic and especially if it makes us uncomfortable.

Accomplice Crime in Texas

Under Texas criminal law, a person “must” be found an accomplice to a murder when they “engage[] in an affirmative act that promotes the commission of the offense that the accused committed,”29 and do so “before, during, or after the offense,”30 while “intending or knowing” that their actions would “assist in causing the death” of the victim.31 To clarify, simply knowing that the murder will take place, but failing to stop it – or merely being present at the scene of the crime – are not enough to make one an accomplice.32 Rather, the person must engage in some affirmative act intending or knowing that this act will promote the victim’s death. For example, the Texas courts have said that simply disposing of a murder weapon33 or even disposing of the body after the murder,34 does not make one an accomplice to the act itself. It must be an act or omission that promotes the victim’s death.35 The standard for accomplice crime is the same, whether we’re talking about murder or robbery or any other intentional violent crime.36

Now, in criminal cases juries decide facts in the court room, and to do so properly they are given instructions by judges. Depending on the evidence, a Texas judge must instruct a jury to find that a person was an accomplice “as a matter of law,” or “as a matter of fact.”37 A jury will be instructed to find someone an accomplice as a matter of law when the evidence “clearly show[s] that the witness is an accomplice.”38 However, if it is not clear whether the individual is an accomplice, the jury must be asked to determine whether the witness is an accomplice as a matter of fact.39 For example, in one case, Mize v. State, a Texas court concluded that there was “at least” a jury question of accomplice “as a matter of fact” to the crime of robbery where the alleged accomplice drove the getaway car for the robbers and saw the robbers pointing guns at their victims.40 Here the driver’s affirmative act was driving the getaway car, it occurred immediately after the offense of robbery and the driver knew it was a robbery because he saw the guns pointed at the victims – thus, the jury and later the court found that the driver was an accomplice to the crime.41

Driving a getaway car is an apt analogy to the accomplice crime in Dilley. In Mize the driver was actively helping the robber complete their crime because without the driver’s help the robber would not be able to complete the crime. The analogy between driving the robber from the robbed and flying the murdered to the murderer – should be obvious. In a very real sense, ICE is driving the getaway car in reverse when they deliver people to their killers. Without ICE’s help, no killer hunting the deportee would be able to complete their crime. ICE facilitates the crime just like the driver in Mize. And just as the accomplice to the crime in Mize knew that he was chauffeuring around robbers because he saw the guns – ICE knows very well they’re chauffeuring Dilley captives to their death because they know the conditions in Central America, the captive has told them they fear death, and this pattern of deport-murder-repeat is not a secret to anyone. Those involved with physically holding and banishing people back to Central America, therefore, were they on trial in Texas, would at least have earned an instruction to the jury to determine whether or not they are accomplices to murder as a matter of fact.

Additionally, Texas courts have said that a person’s “consciousness of guilt” as to their facilitation of a crime, such as by fleeing the police or hiding their participation, “is perhaps one of the strongest kinds of evidence of guilt,” inasmuch as it would prompt a judge to instruct a jury to determine whether someone was an accomplice as a matter of fact.42 Do we have evidence that ICE wants to hide its participation in the kidnaping and murder of people? Yes. The euphemisms and poshlust are evidence. Why would the authorities who ordered, designed and set Dilley into motion call it a “family residential center” if they weren’t trying to hide the reality that it’s a prison? Why call it “removal” unless you’re trying to hide that it’s exile? Why decorate your prison with fake photos of happy prisoners when their real emotions are terror and rage? Why call them “suites” unless you don’t want people to know they’re cells? Do the higher ups of ICE and CCA believe that employees would find it harder to come to work if they were honest about the facility’s purpose? Does ICE assume the public would be more outraged if they used accurate words? Why hide behind a litany of misnomers if you weren’t trying to hide your own culpability? Those who bolster and entertain the use of these euphemisms let their guilt show. The circumambulation and the poshlust are efforts to hide their participation in violence, and this is evidence of their guilt as accomplices to the crimes committed again deportees. Look past the plastic flowers and you can see what Dilley really is: a crime scene.

No one who keeps Dilley running should be free from the creeping sense of shame or self-doubt. Every person who has ever been inside a place of such morally despicable character, who is not themselves its prisoner, even people like me, should be burdened with the responsibility to ask themselves, just like any Texas jury would have to ask themselves, how their actions have led to the death of other human beings and what role have they played in facilitating those deaths. These questions are the burden and the responsibility of anyone so involved. And if you’ve ever been through Dilley, close enough to it to be implicated in its crimes, then these questions are now yours– you own them. We cannot allow ourselves to assuage our consciences with words that hide the truth. Who is an accomplice to murder in Dilley, Texas? There, that question is yours now. Go live with it.

Junk the international refugee system, and open the borders

Refugee and asylum are hot topics these days, with conflict across the world and criminal violence often forcing people to set off for distant lands in search of a better life. It seems to me that most people arguing this issue operate under two misapprehensions regarding how refugee law works:

  1. They believe that refugees don’t have very particular or special rights to migrate under the law — refugees crossing a border without submitting to inspection is unlawful, and countries don’t have special obligations to accept refugees who set foot on their territory.
  2. They believe that international and domestic law adequately protects the rights of refugees, and that most of the problems to do with refugee and asylum-seeker rights originate from governments failing to adhere to their legal obligations, rather than any fundamental failing of refugee law.

Remarkably, I’ve encountered people who hold both views. Usually adherents of #1 are people who don’t know much about refugee law, and/or anti-immigration restrictionists, while adherents of #2 are generally mainstream left liberals. But there are certainly some people who appear to hold both sets of beliefs (possibly because they completely misunderstand both how refugee law works and the actual situation refugees face).

It’s actually pretty easy to debunk belief #1 — international law, and the domestic law of most developed countries (the US included) gives anyone fleeing persecution or torture the right to seek and obtain asylum outside their home country, becoming a refugee. You need to do nothing special to enter another country. If you have a legitimate refugee claim, crossing the border without initially obtaining any papers or passing any government inspection is completely legal. (If you think this doesn’t make sense, then consider that it wouldn’t make sense to prevent people from fleeing the Holocaust because their papers at the time weren’t in order.)

After you’ve left your home country and entered the country you’d like to seek asylum in, you must begin the formal process of obtaining refugee status — i.e., you have to start filling out forms and making your case for asylum. In most cases, this means a judge or other government official has to formally rule that you are a legitimate refugee. If they do, then you’re typically scot free and become a legal immigrant under the country’s immigration laws. If the judge rules you’re not a legitimate refugee — maybe the violence you fled wasn’t the right kind of violence — then you’ll be sent home.

Sometimes, you might not want to resettle permanently in the country you initially flee to. In some cases, governments, charities, and/or international bodies will help you migrate elsewhere under a formal refugee resettlement programme. This is usually centrally managed or planned by some large government or intergovernment bureaucracy.

Most countries are reluctant to help refugees resettle; the United Kingdom for example has said it will only resettle 500 refugees from Syria — a country beset by a civil war which has displaced millions of innocents. (“Displaced” of course is an euphemism for “forced millions to leave their home under the threat of murder, rape, or torture”.) As a result, the queues for resettlement are long and few refugees have any serious prospect for being resettled elsewhere — which is why most Syrian refugees are trapped in Jordan, Turkey, and Lebanon.

What I’ve just described is not fanciful or imagined — it’s the international refugee system as codified in international law and the domestic law of many countries. The “illegals” who show up in your waters on rickety boats or cross the desert straddling your border are, in many cases, people with legitimate asylum claims — which makes what they’re doing completely legal. They are no more wrong than a Jew fleeing the Holocaust would have been in trying to get to your country.

Now, it seems funky that I think the belief #2 I described is wrong. This system of refugee management has its flaws like any human creation, but it certainly sounds like it would, if implemented properly and in good faith, enable refugees to migrate away from persecution and violence. The line it draws between refugees and those seeking to migrate for other reasons is perhaps arbitrary, but not unreasonable on the face of it — if we had to pick and choose only one type of migrant for some reason, most of us would probably agree we ought to welcome the person fleeing murder.

But in the real world, it turns out that figuring out which side of this arbitrary line one is on can be difficult. It’s actually unclear, for example, whether child migrants to the US fleeing gang violence in El Salvador (“fleeing gang violence” here being an euphemism for “running away from people who’ve threatened to rape and then kill them”) actually legally qualify for refugee status. Even if they don’t, they arguably qualify for other protective status of some kind offered by US immigration law, but this is hardly a well-settled legal issue.

Some refugee advocates think the US government should offer special parole to these Latin American migrants, since they don’t fit any typical legal category of refugee. Others, like the UN and even the president of Honduras, argue that although they might not meet the technical definition of refugee, these people certainly fit the spirit and intention of refugee law, and should be classified as such.

Putting aside the thorny issue of child asylum-seekers for the moment, let’s reflect on the ludicrousness of the fact that most countries will not permit anyone claiming refugee status to actually legally travel there. If you enter irregularly, you can fully assert your legal right to stay — but it is illegal for you to travel in order to assert this legal right of asylum!

Say you want to fly from Guatemala to the US, or from Syria to the US, you need a visa. If you can’t prove you have the legal right to travel to the US, no airline or shipping company will issue you a ticket. Since almost all refugees can’t prove they have this right — thanks to the legal system requiring you to be present on the country’s territory to assert your asylum claim — almost all refugees and asylum-seekers are compelled to enter via irregular means, and seek out the aid of smugglers.

The refugees or migrants undertaking an arduous and dangerous journey from Somalia to Italy or Guatemala to the US do so not because they are criminals who have to resort to illegal means by virtue of their own evil — they do so because there is no legal way for them to travel to the US. Some refugees and asylum-seekers resort to other types of crime to travel in search of safety — I have heard stories of Tamil refugees from Sri Lanka flying to Western countries by faking fraudulent tourist or immigrant visas in their passports. After boarding their flight using this false documentation, they destroy the fraudulent documents, and claim asylum upon landing. This sort of fraud or human smuggling is just the perfectly-foreseeable and indefensible outcome of a legal system which criminalises the ordinary travel of people who already have the legal right to migrate.

Worse still, any good faith implementation of this legal system still must grapple with the problem of differentiating legitimate refugees from mere “economic migrants” or people seeking to reunite with family. Since international refugee law is silent about the rights of non-refugee migrants, even countries following this legal system in good faith feel free to persecute economic migrants. So if, say, the US government takes measures to deter Latin Americans from coming, this will inevitably discourage not just economic migrants. This will also discourage those who already have the legal right to migrate from exercising those legal rights accorded to them under US and international law. And there’s nothing wrong with this under refugee law, because state violence and coercion of economic migrants is perfectly fine.

To put the implications here in more concrete terms, ostensibly civilised developed countries really do try hard to intercept migrants — almost indiscriminately — before they reach their soil. If you can keep a potential asylum-seeker from touching land, then you can prevent them from ever asserting an asylum claim in the first place — even if they would be completely entitled to do so under your country’s laws. The international refugee system creates a perverse incentive to try very hard to keep refugees from coming, by offering this as a legal channel to stop them. And while states can certainly go overboard in taking harsh measures here, virtually all of them can find some ostensibly good-faith justification for doing so. After all, they aren’t intercepting these migrants for the sake of punishing refugees — they just want to stop economic migration!

This is exactly why Australia tries very hard, for example, to intercept migrants before they reach its waters, and to “process” any asylum claims offshore in countries like Nauru. While what they are doing might run afoul of the spirit of the law, Australia claims to be abiding by the exact letter of international and domestic refugee law. Similarly, the coast guards of European states like Greece and Italy often work to intercept migrants’ boats before they enter their waters — and if these boats do enter their waters, it is not unheard of for the coast guard to actually tow them back out. Such tows or “pushbacks” are actually illegal under refugee law, but there is nothing to prevent the coast guard from doing this, and there’s a very strong incentive to keep these people from touching land and asserting any claims of asylum.

Finally, the international refugee system in at least one important respect appears to be a figleaf for rich countries to disguise how they foist the responsibility for dealing with refugees onto poorer countries. Consider the present Syrian refugee crisis: millions of Syrians have been forced to flee their homes. Many of them live in camps in Syria. Hundreds of thousands, if not millions, more have fled to Turkey, Lebanon, or Jordan, and become refugees there.

Under refugee law, these people are now trapped in the country they’ve initially claimed asylum in. The governments of Turkey, Lebanon, and Jordan aren’t trying to gas them to death like Bashar Assad is, nor are they trying to oppress them in the way the Islamic State is presently doing in parts of Iraq and Syria. So these people have no legal way to leave the countries they initially flee to — and Turkey, Lebanon, and Jordan just have to deal with these populations.

In theory, the UN and various governments would work together to help resettle these refugees elsewhere in the world, so they don’t just burden the countries immediately next to the calamity that caused them to flee. In practice, rich countries like the UK agree to take a couple hundred refugees and call it a day.

People claim that taking refugees would overwhelm their countries. People from the West and other richer countries (like my own, Malaysia) can give all sorts of great excuses for why they cannot take in more than a few hundred refugees. But Turkey, Jordan, and Lebanon had no choice but to take in hundreds of thousands of refugees — this was and is their obligation under international law. Short of the conflict ending, there is no way for these migrants to leave. If a refugee living in Jordan or Turkey tries to migrate elsewhere, they can be legally rejected and treated as a mere “illegal” — they’re just “economic migrants”, not real “refugees”, since the governments of Jordan and Turkey don’t actually try to kill these people.

I won’t argue that these countries are perfect, or that they’ve been perfectly able to cope with these inflows, but it’s plain as day that these refugee flows have not caused a humanitarian disaster to befall the nationals of these countries. I don’t see masses of Turks, Jordanians, or Lebanese starving or going without shelter because of resources diverted to caring for Syrian refugees. If these poor and relatively small countries can cope with hundreds of thousands of refugees, it is frankly absurd that far richer and larger countries like Australia, Canada, the US, or the UK — or even Malaysia — can only cope with taking in a few hundred. Yet this absurdity is exactly what the international refugee system would recommend.

The international refugee system was meant to protect the rights of refugees to seek refuge from violence. Yet the outcome has been something quite plainly different. People seeking asylum from countries like Syria or Afghanistan who are caught by Australia and “processed” offshore live in detention camps where the conditions are so terrible that they often wish they’d never come — which is likely the desired effect from the Australian government’s point of view. Children fleeing threats of rape or murder from places like Honduras are now at risk of being deported back to face their assailants, simply because they might not technically be refugees. Governments pursue harsh measures to deter channels for migration, in the name of “legitimately” excluding economic migrants, even if these harsh measures force legitimate refugees to undertake arduous and dangerous journeys which leave them at the mercy of illicit smugglers and violent criminals.

Now, of course, you could argue that it’s only “fair” to take some measures to deter economic migration, even if harming a few refugees is the resulting collateral damage. Refugee advocate Sonia Nazario vehemently demands the deportation of economic migrants. The operative assumption seems to be that these migrants aren’t fleeing “real” danger or suffering.

I’ll let journalist Stephan Faris field this one, from his book Homelands: The Case for Open Immigration:

Life expectancy in [Nigeria] is 52 years, the 17th lowest in the world, compared with 79 years in the United States and 83 years in Italy. Out of every eight children born in the country, one dies before his or her fifth birthday. Only three out of every five adults are able to read and write. The chance a woman will die as a result of childbirth is better than 1 in 30.

If those numbers were a result of government persecution—if a state were intentionally targeting a specific ethnic group, cutting thirty years off the lives of its members, depriving 40 percent of them of an education, and poisoning and killing one child in eight and one mother in thirty—there would be little question that those who managed to escape were deserving of safety and protection.

And yet, if a Nigerian requests asylum in Europe or the United States, he or she faces an uphill battle. For the vast majority of Nigeria’s young and able, the legal routes of travel to safety and a better life, to places where women can give birth without worrying about dying or losing a child, have been securely barred.

The modern refugee system at its heart is incapable of assisting many fleeing truly horrific danger and suffering.

If a murderous dictator wants to murder your child, and you’re willing to pay thousands of dollars to smugglers who specialise in human trafficking via life-threatening desert or sea routes so your child can make it to Western soil, you might be able to make a claim of asylum and save his or her life.

But if your child dies from diarrhea because his parents were forced to live in a country with terrible health infrastructure and a poor medical system, then that’s totally fair. Any attempt you might have made to bring him to a country where doctors actually know how to treat diarrhea would have been mere “economic migration” — an unlawful act!

Development economist Lant Pritchett captures the absurdity well in his book Let Their People Come:

Amartya Sen has popularized the notion of “missing women” in Asia due to differential death rates and (increasingly) sex-selective abortion. Because the child mortality rate in India is about 100 per 1,000 while it is 8 per 1,000 in the United States, this implies that 92 per 1,000 more Indian children than U.S. children die before age five. This means there are 2.2 million missing Indian children each year. However, while the “missing women” is a standard refrain, I have never heard the term “missing Indians” to describe the results of the child mortality differentials between the rich world and India.

Almost as a perfect reductio ad absurdum, Nicolas Kristof in the New York Times has compared the low mortality rates in the United States to the even lower mortality rates in Singapore to discuss the issue of less than 20,000 missing Americans — with no mention of the issue that is smaller by orders of magnitude than the missing people in any poor country.

Nothing about the modern refugee system makes sense. The way I see it, we have two choices. Either we can accept that, as much as we wish otherwise, we are little better than the governments of World War II who chose to let people fleeing violence die and suffer, in the name of “national defence” and “sovereign borders”. Or we can accept that every human being has the right to pursue a better life, as long as they are willing to pay the price to get there — the price of their ticket, and the price of lodging.

Trying to arbitrarily redefine migration as a privilege accessible only to “legitimate” refugees is no way to protect human rights. Drawing this arbitrary line is merely an excuse for tolerating government oppression of innocent migrants, even the actual refugees among them. If we really care about human rights and the rights of refugees, then we ought to just junk the international refugee system — and open the borders.

Reparations are not a sound basis for making immigration policy

The recent influx of child migrants into the US has put immigration and refugee issues in the limelight. Because many of these children are fleeing violence in countries like Honduras and El Salvador — countries where US foreign policy has empowered violent gangs and created political instability — the debate has also seen the resurgence of what I call the “reparations argument” for liberal migration laws.

In essence, this argument runs:

  • The US (or whatever potential host country is being discussed) created a bad situation in the migrant-/refugee-sending countries
  • Therefore, the US is actually responsible for creating the flow of migrants from these countries
  • Therefore, the US must do one or more of the following:
    • Welcome these migrants
    • Send more foreign aid to these countries
    • Change its foreign policy

This cartoon from the Facebook page Muh Borders is a good summary of the reparations argument:
If you didn't want to deal with refugees, you shouldn't have f***ed with their countriesNow, I think this argument does make logical sense and is a pretty decent framework for thinking about foreign policy. If one nation wrongs another, it seems intuitive that reparations should be on the table.

But I don’t think the reparations argument makes sense as a justification for the status quo plus limited liberal treatment of migrants from certain nationalities. It could perhaps be logical to say “We ought to recognise the right to migrate for all people. But if we can’t agree on that, we should at least agree that those people we have harmed have an especially strong claim on the right to migrate.”

But note that this reparations argument is pretty much orthogonal to the case for open borders — it doesn’t have much bearing on the question of whether we ought to recognise a right to migrate, which is probably why not many open borders advocates rely on it. Reparations are just a “second best” argument. Indeed, the only open borders advocate I’m aware of who regularly uses this argument as direct support is Aviva Chomsky, and as both co-blogger Vipul and myself have noted before, her arguments are actually not that sound.

The problem becomes acute once we depart from making the case for general open borders, and just attempt to marshal this reparations argument for selective openness as the very best solution. e.g., “There isn’t any such thing as a right to migrate, but we should at least let people from countries we’ve harmed come here.” In other words, it doesn’t matter how much suffering excluding and deporting innocent people might cause — you’re perfectly in the right to do this unless you’ve originally created suffering in their home countries.

This may sound appealing and consistent at first, but actually making this argument work in practical terms is maddeningly hard. Nobody I have seen making this case actually clearly articulates the exact details of how they’ve concluded open borders with a given country (such as Guatemala) are a moral imperative, while still rejecting open borders for other countries.

After all, although most of the child migrants arriving in the US today are from countries like El Salvador, Honduras, and Guatemala, these three countries are far from the only ones in Latin America who have been wronged by the US. The US sponsored a coup in Chile; the US has a history of repeatedly invading Haiti; the US once invaded Mexico and occupied its capital city; in the lifetime of many of us, one of the biggest political scandals in the US was its funneling of arms into Nicaragua to destabilise the government. And if we’re going to talk about the harmful effects of the drug war, surely gang wars in Mexico and Colombia ought to be in the picture too. What’s the reason the US shouldn’t have open borders with — or at least adopt a more liberal stance towards migration from — these countries?

But wait, there’s more: we’ve only been talking about the countries of the Western hemisphere. Elsewhere on the globe, it wasn’t long ago that the US waged a war in Vietnam, and dropped bombs and chemical weapons over Cambodia and Laos. It colonised the Philippines for decades, imposing an initial harsh military occupation to subjugate Filipino nationalists bent on independence for their country. The US has directly sponsored the weapons used to murder hundreds of innocent Palestinians and subsidised the Egyptian and Israeli governments which prevent Palestinians from fleeing violence in Gaza or seeking work and opportunity outside a narrow strip of land. And, of course, it would be hard to argue the US isn’t responsible for much of the violence happening in Iraq and Afghanistan today. If we count the second order impacts of those recent American invasions, we could certainly argue these invasions have dreadfully harmed the people of Syria and Pakistan as well by empowering Islamic fundamentalist terrorists in those countries.

I don’t necessarily endorse the argument that because the US has pursued policies which have harmed the people of the countries I just named, the US is obligated to pay reparations to these countries, or offer reparations in the form of liberal treatment for their nationals who might want to migrate to the US.  My point in laying out these hypothetical arguments is that not a single person who wants liberal treatment specifically for El Salvadoran or Guatemalan asylum seekers on the basis of reparations owed has explained why their argument wouldn’t justify similar treatment for nationals of other countries who have been severely harmed by American policy.

That said, let’s assume we can resolve this tension somehow — either we find some intellectually consistent way to welcome El Salvadorans while deporting Mexicans (note that this is actually close to the status quo for unaccompanied child migrants in the US), or we choose to welcome the nationals of any country the US has harmed (within some reasonable and widely-agreed upon definition of harm).

The other leg of this argument tends to be some form of the following: accepting these migrants will be a temporary form of relief for these countries, while we figure out a way to help them and make proper reparation for messing them up in the first place. In other words, if the US dumps billions of dollars into El Salvador and shuts down the drug war, then deporting El Salvadorans and treating them as “illegals” will become morally acceptable.

I think people who advance this argument often believe that if the US stops its harmful policies and makes large enough aid payments to these countries, then these countries will bloom and prosper,

  • making it justifiable to deport people back to these countries; and/or,
  • reducing or eliminating any flows of migrants from these countries, since people wouldn’t want to leave.

Embedded in all this is the huge assumption that it would be possible for the US to magically destroy the problems of political instability, corrupt institutions, gang warfare, and rotten infrastructure that might plague these countries, if only the US were to do something different. I find this assumption incredibly questionable, to put it lightly.

But let’s say that the US were able to accomplish the incredibly-unlikely, and actually wipe out the worst poverty and violence that plague many of the countries whose people are desperate to seek a better life in the US. Would this reduce or even eliminate migrant flows? The evidence suggests that in general, such economic development would lead to more migration.

The reason is simple: people who are very poor can’t afford an expensive journey, even if the economic returns from taking a job in a much more developed economy would more than justify it. They simply don’t have the money to finance it. As countries become richer, their people become better able to afford the journey, and so more of them will leave in search of better work and fairer wages.

So in all likelihood, pursuing reparations for the US’s past harms to these countries will not markedly stem the pressure to migrate to the US or other developed countries in search of a better life. Advocates making the reparations argument don’t even present empirical evidence that throwing billions of dollars at these countries will fix their problems (whether or not the US created those problems in the first place) — they assume that magically the US can do something different, and all the problems will go away. Worse still, they ignore empirical evidence that assuming their proposed reforms actually succeed in helping these countries develop, the likely outcome will be even stronger pressure to migrate for better jobs and wages.

What then? Would it be just and right to tell an El Salvadoran child fleeing rape or murder “You have to go home because we paid your government a few billion dollars — that you’ll be killed or raped because we’re deporting you is now not our problem”? Would it actually be honest to say that the US isn’t responsible for the death or rape of this child if the US government then sends this child “home” to be raped and killed? Heck, if the child just dies of starvation or illness because his home country doesn’t have a functioning economy or healthcare system — i.e., the child is just an “economic migrant” — would it somehow be any better that the US sent him back to die?

My answers to these questions is, of course, no. But the reason why I answer in the negative has nothing to do with whether the US owes any reparations to the people of the countries it has harmed — as important an issue as that may be. It is fundamentally unjust to exclude an innocent human being — especially one fleeing violence or murder — purely because of where they are from. Where these people are from simply does not matter — every government owes justice to every human being under its jurisdiction. Excluding innocent human beings purely because of their national origin is at its heart an act of barbarism and injustice.

Open Borders and the Child Immigrants from Central America

As the arrival on the U.S. border of thousands of minors from Central America has consumed the attention of U.S. politicians and the media, open borders is rarely suggested as a policy option.  One exception is the Libertarian Party, which has issued a strong statement in favor of open borders  for these children, as well as most other would-be immigrants.  Another, noted in a previous post,  is from Ross Douthat of the New York Times: “One answer, consistent and sincere, is that the child migration really shows we need an open border — one that does away with the problems of asylum hearings and deportations, eliminates the need for dangerous journeys across deserts and mountains, and just lets the kids’ relatives save up for a plane ticket.”

As Mr. Douthat suggests, open borders would release the government from spending enormous amounts of money detaining Central American child migrants and adjudicating their cases. (President Obama is requesting billions more for these purposes.) Open borders also would help the child migrants and their families immensely.   Families could be more easily reunited and wouldn’t have to pay thousands of dollars to have their children smuggled into the U.S., and the children wouldn’t be exposed to dangers on their long journey to the border, nor would they have to endure often miserable stays in U.S. detention.  The children also could escape horrendous conditions in their home countries, without the fear that they would be deported back.

Related to the inability to consider the open borders option for these child migrants are references to the situation as a “crisis” (here and here) or a “problem.”  Apprehending, detaining, and adjudicating the children is a self-imposed policy choice Americans have made, and it is this interference with the migration flow that is creating the strain on government resources.  Without this interference, the “crisis” or “problem” wouldn’t exist for the government.  The child migrants would travel safely to the U.S., disperse throughout the country, link up with (or arrive with) family, and start new lives. Some schools may see an increase in their student populations, which would involve some strain and expense for school districts, but eventually the children, like their U.S.-born peers, would become working members of society.  (See here for information on the economic impact of immigration on the receiving country.)

Beyond these self-evident advantages of open borders in addressing the child migration flow, here are three additional thoughts about the flow and the commentary surrounding it.  The first is that given the dire conditions and limited resources for children in Honduras, El Salvador, and Guatemala, the source countries for most of the recent child migration, the U.S. should facilitate their migration, in addition to opening the borders.  Loans could be provided to families or individual children to use for air transportation to the U.S., and once families are working they could begin to repay the loans.  This support could be provided exclusively by private organizations and individuals, but in a previous post on facilitating migration, I noted that the government may be in a better position to help than private entities.  As previously mentioned, this would allow poor families to avoid ground transportation through an often dangerous Mexico.  It also would enable them to quickly escape the violence and poverty endemic in their homelands.  Graphic descriptions of the dystopian conditions in the three aforementioned countries have appeared in recent articles and reports, including the following from the New York Times about conditions in Honduras:

Narco groups and gangs are vying for control over this turf, neighborhood by neighborhood, to gain more foot soldiers for drug sales and distribution, expand their customer base, and make money through extortion in a country left with an especially weak, corrupt government following a 2009 coup… Carlos Baquedano Sánchez, a slender 14-year-old with hair sticking straight up, explained how hard it was to stay away from the cartels.  He lives in a shack made of corrugated tin in a neighborhood in Nueva Suyapa called El Infiernito — Little Hell — and usually doesn’t have anything to eat one out of every three days. He started working in a dump when he was 7, picking out iron or copper to recycle, for $1 or $2 a day.  But bigger boys often beat him to steal his haul, and he quit a year ago when an older man nearly killed him for a coveted car-engine piston.  Now he sells scrap wood.  But all of this was nothing, he says, compared to the relentless pressure to join narco gangs and the constant danger they have brought to his life.  When he was 9, he barely escaped from two narcos who were trying to rape him, while terrified neighbors looked on.  When he was 10, he was pressured to try marijuana and crack. “You’ll feel better. Like you are in the clouds,” a teenager working with a gang told him.  But he resisted.  He has known eight people who were murdered and seen three killed right in front of him. He saw a man shot three years ago and still remembers the plums the man was holding rolling down the street, coated in blood.  Recently he witnessed two teenage hit men shooting a pair of brothers for refusing to hand over the keys and title to their motorcycle. Carlos hit the dirt and prayed. The killers calmly walked down the street. Carlos shrugs. “Now seeing someone dead is nothing.”  He longs to be an engineer or mechanic, but he quit school after sixth grade, too poor and too afraid to attend.  “A lot of kids know what can happen in school. So they leave.”

The New York Times piece adds that “asking for help from the police or the government is not an option in what some consider a failed state. The drugs that pass through Honduras each year are worth more than the country’s entire gross domestic product. Narcos have bought off police officers, politicians and judges. In recent years, four out of five homicides were never investigated.”  (See also here for information on conditions in El Salvador and here for conditions in a number of countries.)

The second idea is that the emphasis that some are putting on ensuring that the child migrants receive due process to determine if they are refugees, while possibly helping some immigrants stay in the U.S., is harmful to the open borders cause.  It helps to legitimize the exclusion of those who are not determined to be refugees. Sonia Nazario, the author of the aforementioned New York Times piece  describing conditions for children in Honduras, urges the creation of refugee centers in the U.S. where the children’s cases can be adjudicated.  She emphasizes the need for officers and judges to be “trained in child-sensitive interviewing techniques” and that children be represented by a lawyer.  However, she doesn’t hesitate to condone deportation for economic child migrants: “Of course, many migrant children come for economic reasons, and not because they fear for their lives.  In those cases, they should quickly be deported if they have at least one parent in their country of origin.”  Similarly, Jana Mason, a United Nations employee, states that “… these children, if they need it, should have access to a process to determine if they’re entitled to refugee protection.  If they’re not, if they don’t meet that definition, we fully understand, then they’re subject to normal U.S. deportation or removal procedures.”  Their implied message is that if the children get a fair examination of their refugee claims, they have been treated fairly, even if they end up being deported.

So what Ms. Nazario and Ms. Mason are saying is that if the only problem Carlos, the previously mentioned 14 year old, has in Honduras is that he only gets to eat two out of every three days and lives in a tin shack, he shouldn’t be allowed to emigrate to the U.S. And some children do want to migrate for economic reasons.  In a recent survey of Salvadoran children who wish to migrate to the U.S., some cite this reason for wanting to migrate.  Referring to children living in the most impoverished areas of the country, the survey’s author writes that “this desire for a better life is hardly surprising, given that many of these children began working in the fields at age 12 or younger and live in large families, often surviving on less than USD $150 a month.”  Ms. Nazario and Ms. Mason also imply children shouldn’t be allowed to migrate if their sole reason is to reunite with family already in the U.S., but again many want to migrate for this reason.  According to the survey of Salvadorans, about half have one or both parents in the U.S., and about one third identify family reunification as a reason for them to migrate.

John has noted that this effort to exclude non-refugee migrants can result in the exclusion of refugees.  Notwithstanding Ms. Nazario and Ms. Mason’s emphasis on a pristine asylum process, the process of identifying who qualifies can be flawed, especially if you consider the history of asylum adjudication.  As I’ve written previously, asylum is very narrowly defined under the law, and it is easy for asylum applicants to not qualify.  Furthermore, when politics intrude, asylum decisions can be tainted.  During the Cold War, asylum seekers from Communist countries were favored over those from non-Communist countries, including El Salvador and Guatemala, according to Bill Frelick and Court Robinson (International Journal of Refugee Law, Vol. 2, 1990)  And the recent arrival of immigrant children has become highly politicized, with “pressure on the president from all sides,” according to The New York Times.  The Times reports that “… administration lawyers have been working to find consistent legal justifications for speeding up the deportations of Central American children at the border…”  In addition, the outcome of an asylum case can depend greatly on who is adjudicating the case.  Finally, as Ms. Nazario suggests, if the U.S. doesn’t make it easier to apply for refugee status in Central America, refugees will still have to make a dangerous journey to the U.S. to even be able to apply for asylum.

The larger point is that it is immoral, with some rare exceptions, to stop people from migrating, regardless of their reason for doing so. There is, as John suggested recently, no justice in “an immigration system which arbitrarily excludes innocent people purely because of their condition of birth…”  Similarly, the group No One is Illegal, which supports open borders, suggests that it is morally impossible to bar some immigrants while allowing others to enter: “… the achievement of fair immigration restrictions — that is the transformation of immigration controls into their opposite — would require a miracle.”  Refugee advocates like Ms. Nazario and Ms. Mason, by emphasizing a distinction between those who deserve to be allowed to immigrate and those who do not, do harm to the effort to achieve the ability of all people to migrate freely.

The third idea is that the U.S. may bear some responsibility for the violent conditions in Central America.  In the case of Guatemala, the U.S. helped overthrow a democratic government in the 1950s, leading to a succession of repressive regimes and a civil war with massive killings of civilians by the government.  While it is difficult to prove causation, this legacy may account for some of the country’s current violence and poverty.  In addition, the U.S. deportation of Central American immigrants in the 1990s apparently has contributed to violent conditions in El Salvador, Honduras, and Guatemala.  Matthew Quirk, writing in The Atlantic six years ago, explained this link:  A small number of Salvadoran immigrants formed the MS-13 gang in Los Angeles in the late 1980s,

but MS-13 didn’t really take off until several years later, in El Salvador, after the U.S. adopted a get-tough policy on crime and immigration and began deporting first thousands, and then tens of thousands, of Central Americans each year, including many gang members.  Introduced into war-ravaged El Salvador, the gang spread quickly among demobilized soldiers and a younger generation accustomed to violence.  Many deportees who had been only loosely affiliated with MS-13 in the U.S. became hard-core members after being stranded in a country they did not know, with only other gang members to rely on… MS-13 and other gangs born in the United States now have 70,000 to 100,000 members in Central America, concentrated mostly in El Salvador, Honduras, and Guatemala.  The murder rate in each of these countries is now higher than that of Colombia, long the murder capital of Latin America.

Finally, the Libertarian Party has pointed out that “… U.S. government policies have caused the conditions that some of these Central American children are fleeing. The War on Drugs has created a huge black market in Latin America, causing increases in gang activity and violent crime.”  (For more information on connections between the drug war and immigration, see here.)  While U.S. contributions to problems in certain countries may not support a case for open borders, it does add another layer of U.S. responsibility for doing what is just for migrants from these countries.

In conclusion, establishing an open borders policy, combined with U.S. facilitation of migration, is the only moral and pragmatic response to the influx of Central American children.  Efforts to aid only a portion of the children in their quest to stay in the U.S. are morally insufficient and help to justify immigration restrictions.

Who favors open borders?

The World Values Survey records quite a bit of information about public opinion related to immigration. I’d like to do in-depth analysis of it at some point. Here are a few things I’ve noted so far (no rich statistical analysis yet though):

  • Young people worldwide are more favorable to open borders, but the effect is very slight. There is no sign– yet– that generational change will tilt the world towards open borders.
  • Children of immigrants are somewhat more favorable to immigration.
  • There seems to be NO correlation worldwide between attitudes towards immigration policy and self-positioning on the left-right spectrum. (This surprised me.)
  • There seems to be no correlation between social class and attitudes towards immigration policy, unless it’s that the middle classes are a bit more favorable.
  • Correlations with life satisfaction are weak; however, the most strongly restrictionist attitudes seem to be more common among people leaning towards dissatisfaction with their lives.
  • People who trust foreigners “completely” are more favorable to a welcoming immigration policy (well, duh), yet 13% of those who don’t trust foreigners at all still say “let anyone come.”
  • People who don’t want immigrants as neighbors are more likely to favor strict limits on or prohibition of immigration (58%, to 42% of those who don’t mind immigrant neighbors) but some of these, too, favor “letting anyone come.”
  • No difference between men and women.

There are large differences across countries in attitudes towards immigration policy. Only 48 countries seem to be covered by the survey, but among those, two-thirds have public opinion more favorable to immigration than the United States, as measured by the share saying “let anyone come.” In particular, Mexican attitudes towards immigration policy are more liberal than Americans’. Some commenters at this site have suggested Asia as an example of a more restrictionist society that nativist Americans might desire to emulate. The WVS data suggest that this is true at the level of public opinion: Japan, South Korea, Taiwan, and Malaysia have some of the lowest shares of open borders supporters in the world, though in the terms of the number favoring “strict limits” or more, South Koreans are more liberal on immigration than Americans are.

What I find most interesting in the international data is that some developing countries have far more favorable attitudes towards immigration than any rich country. In Vietnam, Burkina Faso, Rwanda, and Ethiopia, nearly half the population favors letting anyone come. India has an unusually large number of open borders supporters as well, though it is also tied for highest in terms of the number of people supporting complete prohibition of immigration. Several countries in Eastern Europe and Latin America also seem to have more open borders supporters than any of the rich countries, except Sweden, which appears to be an outlier, with a far more pro-open borders populace of any rich country included in the survey.

Another very interesting pattern emerged when I dug down into the data involving religion. When asked “How important is God in your life?” on a scale of 1 to 10, about half the respondents answered “10” and half answered something less.  I was distressed to discover that those for whom God was very important in their lives seemed to have less favorable attitudes towards immigration. But when I broke it down by religious demonination, I found something different. While Muslims who regard God as very important in their lives tend to be more restrictionist, Christians of each denomination are more likely to support open borders if they are strongly in touch with God, as shown in the table below (which includes all denominations for which there were over 500 observations in the WVS dataset):

The percentage in each cell represents the share of respondents saying “Let anyone come.” Note that it is not the case that Christians are more supportive of open borders in general. Many factors affect support for open borders, and it seems that public opinion in rich countries is often less favorable to open borders. And of course most rich countries are nominally/historically Christian. So Muslims are actually more likely than most Christian denominations to favor open borders. But within each Christians denomination, there is a statistically significant (though fairly small) positive correlation between rating God’s importance in one’s life “10” and advocating “let anyone come.”
