Open borders: the right political and ethical choice for Republicans

Following up on my earlier discussion of why I think the US Republican Party would be wise to consider a more liberal approach to immigration, I note that the Republican Party of Nevada recently became the first state Republican party to endorse “amnesty” for unauthorised immigrants. Remarkably, their statement places a pathway to US citizenship on equal footing with “free enterprise” and “state responsibilities and local control” as priorities for the party. The relevant portion (emphasis in original):

The GOP has increasingly found itself in positions that do not meet the demographic realities of the State’s electorate. These positions also conflict with our party’s historic commitment to civil rights. To that end, Republicans must become more inclusive, reflecting our desire to secure a better life for all Americans, and equally important, for our children.

The United States should secure its borders, enforce the laws that exist, and recognize the many groups that have worked hard to support their families and build a community. These groups include Hispanics and other immigrant minorities, young and old, black and white. We support a pathway to citizenship for undocumented immigrants that would require registering with the government; and, include the ability to communicate in English, performing military or other community service, and proof of financial responsibility as required by the USCIS. One hundred and fifty years ago, our country fought a bloody Civil War. That war affirmed we have only one class of citizens— American.

It’s remarkably aggressive to compare the struggle for immigrant rights to the struggle against slavery in the US, and for this I say good on the Nevada GOP. But let’s put aside the moral dimension for now: even from a purely cold-blooded standpoint, it’s not at all unreasonable to believe that a more open stance towards immigration would be beneficial to the GOP.

Let’s take the preferences of different ethnic communities, which I previously discussed. Asians look to be a probable swing group, with some subgroups that historically have leaned Republican (e.g. non-African Muslims). Hispanics definitely lean Democratic, but with some fairly large gyrations in degree (George W. Bush narrowed historically very sizeable gaps in Hispanic support to about 20 percentage points).

Now if more Hispanics were to enter the US electorate today, that would be a huge concern for Republican strategists. It would be difficult for them to endorse outright citizenship for a very broad, undifferentiated swathe of unauthorised immigrants today. But that isn’t the only option they have. Republicans could just as well do what the Nevada GOP is doing and say: Sure, these people who live and work alongside Americans have just as much a right to aspire to citizenship as anyone else. But first, they should make reasonable amends for their past; if they do not, they must wait a substantial amount of time before becoming eligible to apply for citizenship.

Applying a filter of this sort would minimise the immediate hit to Republicans’ “bottom line”, so to speak. Moreover, if they position themselves correctly, and can claim the mantle of being the ones who saved immigration reform, doing this is liable to swing some portion of the current Hispanic electorate — not to mention other immigrant communities and other Americans who support reform. If we are doing a simple cost-benefit analysis, there is some potential long-run cost to this “amnesty”, but there is also a decent upfront benefit, one that might make this trade-off worth taking. It’s basic business practice to discount long-run costs/benefits and focus more on the upfront numbers, but I have not seen anyone actually try to run this basic cost-benefit analysis.

And we’re not even done yet. The preferences of communities can swing substantially based on the turn of events. Some surveys suggest the Muslim electorate swung from 70% for George W. Bush in his first term to 4% for Mitt Romney in 2012. Muslims were solidly Republican — right until they weren’t. If the Republicans can stake an even more aggressive position on immigration reform than Democrats and steal their thunder, there’s clearly a non-zero chance this will redound in a Hispanic swing substantial enough to turn their community from solidly Democratic to swing-voting or even leaning-Republican.

Moreover, Republicans need not and should not stop at a path to citizenship for unauthorised immigrants. They have a chance to shore up their brand as the party of “free enterprise” and “state responsibilities and local control”: immigration lawyer Angelo Paparelli has laid out over a dozen piecemeal immigration reforms that are consistent with core Republican principles and also build their brand as a forward-thinking party on immigration and social issues.

And there’s one other piece that Paparelli doesn’t have: Republicans should fight to open the borders, not just to more Hispanic immigrants, but to immigrants of all creeds and colours. The Latin American is but one of many who would like to call the US home. Again, Republicans can beat the Democrats at their own game: it’s not fair to the millions of poor in the world who work hard and have the same dreams as Americans to keep them out. Opening the gates to primarily more Hispanic immigrants is wonderful, but it perpetuates discrimination against someone born in Londonderry, Lahore, or Lagos.

If they pull this reorientation off, Republicans will have been responsible for one of the greatest expansions of liberty in the history of the world. Arbitrary immigration controls keep people in chains, prevent them from authoring their own life stories. The millions of new Americans and their descendants who get the vote (if the Republican-backed reforms will permit it) will forever owe a debt of gratitude to the farsighted Republican leaders who cynically chose to open the borders, knowing this would one day redound to them at the polls. (I jest, but only slightly — a hardheaded cost-benefit analysis was the starting point for this post after all.)

This whole scenario I’ve laid out seems incredible, if not impossible. I doubt it will happen. But the odds of it happening are definitely greater now than they were on the 5th of November 2012. Yes, the rudimentary beginnings of a cost-benefit analysis which I’ve laid out do not present a slam dunk for immigration reform. But neither is it a slam-dunk that immigration reform would be politically costly to the Republican Party, today or even tomorrow, despite this being restrictionist conventional wisdom.

And beyond the cost-benefit analysis, there is always a moral dimension. We cannot ignore forever the damage that morally-compromised laws do to immigrants, whether they live in our midst, or live faraway yearning to come. The Republican Party recognised this in 1864, when it proclaimed in its election manifesto:

Resolved, That foreign immigration, which in the past has added so much to the wealth, development of resources and increase of power to the nation, the asylum of the oppressed of all nations, should be fostered and encouraged by a liberal and just policy.

The Nevada GOP harked back to this when it recalled the waging of the US Civil War to prove “we have only one class of citizens”. But they would do well too to remember the words of Abraham Lincoln on the eve of that war:

As a nation, we began by declaring that “all men are created equal.” We now practically read it “all men are created equal, except negroes.” When the Know-Nothings get control, it will read “all men are created equal, except negroes, and foreigners, and catholics.” When it comes to this I should prefer emigrating to some country where they make no pretence of loving liberty — to Russia, for instance, where despotism can be take pure, and without the base alloy of hypocracy [sic].

Abraham Lincoln dedicated his life to the proposition that all men are created equal — black or white, foreigner or native. Lincoln himself told us: he would rather emigrate to Russia than put up with a modern Republicanism declaring that foreigners deserve unequal and unjust treatment. The defeat Republicans suffered at the polls in 2012 offers them a chance to redeem themselves, to stand proud once more as the party of Lincoln. The question is, will they take it?

Positive Political Externalities

As fellow blogger Nathan Smith has argued before, the basic problem of political externalities is an essentially solved problem. To summarize, giving immigrants the vote is not a necessary addition to giving them the right to immigrate here. But can immigrants actually be a beneficial political externality? I’m going to try to examine the argument in favor of that. I should note that I will be working on the assumption that an increase in support for capitalism is a positive externality, so this argument is primarily for those with more conservative or libertarian views given that  they tend to show more support for increased immigration restrictions.

One can point to certain anecdotal examples. David Henderson for instance has fairly recently blogged about his efforts in blocking local tax increases in his community. Here is an example of a Canadian immigrant helping to improve (at least from a perspective of economics) political outcomes in the place he has chosen to move to. However, Dr. Henderson is also a very particular kind of high-skill immigrant, namely an economist. So are high skill immigrants more generally likely to improve the political situation of the country they move to? Some examples, both current and historical might be useful in this case.

To start, let’s examine Southeast Asia. Southeast Asia has a long history of Chinese immigrants, often including many high skill emigrants such as merchants and businessmen. Today though, three countries stand out as having a large proportion of ethnic Chinese in their populations (in order from most to least): Singapore, Malaysia, and Thailand (with nearly 77%, nearly 24%, and 14% of their populations being Chinese respectively). Singapore may be an unfair example due to its small size and location as a convenient port-of-call going through the Straits of Malacca, so in the interest of looking at a more “apples-to-apples” type comparison, let’s forget about Singapore. Even discarding Singapore however, the institutions and economic success of Thailand and Malaysia stand out compared to the rest of South East Asia. Of all the countries in Southeast Asia (for this discussion that area including Myanmar, Laos, Vietnam, Cambodia, Thailand, and Malaysia) only Malaysia and Thailand manage to qualify for the label “moderately free” on the Heritage Foundation’s index of economic freedom, the rest of the region being labeled “mostly unfree.” Turning then to economic performance, the results are also significant.

On the general Human Development Index, Thailand and Malaysia both easily beat the rest of their region. This is also reflected in their GDP per capita numbers, with less wealthy Thailand having three times the GDP per capita as the richest country of the rest of the region, Vietnam. This result does not come from a sending country with superior institutions thereby simply bringing Malaysia and Thailand up to China’s level. Malaysia and Thailand both currently outperform China on GDP per capita, are far higher ranked on the economic freedom index, and while Thailand and China have similar HDI rankings, Malaysia clearly surpasses China.

This “immigration leading to better institutional outcomes than was the case in either the sending or receiving country” outcome makes sense once one remembers that immigrants are self-selecting. This is especially the case with high-skill immigrants whose education will tend to be correlated with more pro-capitalism conclusions (full text should be freely available, worked for me anyways). While it should be emphasized that education is not necessarily the cause of pro-capitalist conclusions, the correlation can be used to the advantage of immigrant-receiving countries. Large numbers of educated immigrants with the ability to impact politics would tend to lead to outcomes that libertarians would tend to prefer.

So the upshot for those worried about killing the goose that lays the golden egg, allow me to offer a different keyhole solution. Maintain open borders for the economic benefits, and then require immigrants to attain a certain level of education before being allowed voting rights. The result can then be that countries receiving immigrants can not only improve their economies, but their political structures as well.

Bleg: four possible positions on immigration and US politics

There are lots of different theories about immigration and its impact on US politics, specifically on how it will affect the power balance between Democrats and Republicans. I am largely agnostic, though I doubt the validity of tipping point arguments. Logically, I can make out four broad positions one can stake on immigration and US politics. I’m curious to hear from readers and co-bloggers about the relative merits of the positions:

  1. Immigration good for Democrats, bad for Republicans regardless of either party’s position on immigration. In other words, even if the Republicans took a pro-immigration stance, more immigration would still hurt them. The electing a new people argument offered by Peter Brimelow of VDARE has this structure. Mark Krikorian of CIS also makes similar arguments. This argument naturally appeals to:
    • Those trying to sell restrictionism to the Republican Party.
    • Those trying to sell pro-immigration policies to the Democratic Party.
  2. Immigration good for Republicans, bad for Democrats regardless of either party’s position on immigration. I don’t know anybody who has taken this position, but I’m adding it for logical completeness. This argument naturally appeals to:
    • Those trying to sell pro-immigration policies to the Republican Party.
    • Those trying to sell restrictionism to the Democratic Party.
  3. Immigration good for whichever party adopts a more pro-immigration stance: In this view, both parties need to compete to be more pro-immigration, and whichever party manages to be more pro-immigration will benefit more from immigration. This seems to be the view of many open borders advocates and other pro-immigration forces, such as my co-blogger Nathan here and here. This argument naturally appeals to pro-immigration forces trying to simultaneously make inroads into both parties, setting up a “race to open borders” between both parties.
  4. Immigration bad for whichever party adopts a more pro-immigration stance: In this view, both parties gain from adopting a more restrictionist stance. Restrictionists who are trying to make a broad-based appeal to both parties would find this argument appealing. In this view, the vote of people with restrictionist sympathies matters a lot more than the votes of potential immigrants and their apologists. Thus, whichever party adopts a more pro-immigration stance will lose a lot more in terms of restrictionist votes, even if they gain a few immigrant votes. Such an argument, if believed, would lead to a “race to closed borders” between both parties. Some restrictionists have made these types of arguments, though they’ve largely focused on (1).

There are a lot of complications that can be added:

  • The story may be different for different subsets of immigrants based on ethnic group, skill level, country of origin, time within the US, etc.
  • It is possible to be pro-immigrant while being anti-immigration. It is also possible to appeal to the interests of immigrants qua ethnic group rather than qua immigrant.
  • It is possible to combined restrictionist rhetoric with a quiet support for more immigration, thus appealing to restrictionists. If you are a pro-Democratic Party person who believes a mix of (1) and (4), you would be tempted to favor apparently restrictionist rhetoric from your Party while quietly allowing for more immigration and more citizenship/amnesty.
  • Similarly, it is possible to combine pro-immigration rhetoric with a quiet support for less immigration, thus appealing to the vote of people who have solidarity with immigrants and favor a pro-immigration stance, while at the same time trying to curtail the growth of immigrant groups who may be hostile to your party. For instance, a pro-Republican Party person who believes a mix of (1) and (3) would be tempted to follow this strategy.

So, which of the stories (1)-(4) is most likely true? Please feel free to provide separate answers for different immigrant groups separated by whatever criteria you prefer, and feel free to incorporate the above complications or any others you can think of.

The American polity can endure and flourish with open borders

Very interesting discussion in a recent comments section. Let me start with a quote from an e-mail by Garett Jones to Vipul Naik:

I would emphasize a different conclusion: That the low-IQ immigrants will tend to worsen the institutions of the higher-IQ countries they move to. Low IQ immigrants will, to some degree, tend to make the country they move to more like the country they came from.

Partly this will be due to MRV and Caplan/Miller reasons: low IQ groups vote for bad policies.  Partly it’s because they will tend to elect individuals from their constituencies, which will, on average, tend to lower the average IQ of the legislature.  And partly it’s because the bureaucracy will tend to hire individuals from low-skill groups, which will lower government quality.

For these and other reasons, new low IQ citizens impose a tax on the nation’s institutions, and this institutional cost should be counted in a candid cost-benefit analysis.

*Shorter version: Good institutions are rare treasures, and institutions are endogenous with respect to (among other things) citizen IQ.  *

I would like to bracket the concerns in the second paragraph about voting, because I regard this as a solved problem, as far as the theory of open borders is concerned. Just because you let people in doesn’t mean you have to let them vote. There are already millions of Green Card holders in the US who can’t vote. The keyhole solution (Vipul’s term: I hadn’t thought of it at the time) which I advocate in Principles of a Free Society is open borders with (a) migrants preimbursing the government for their voluntary deportation if they become destitute (at least those under a new open-borders visa), (b) a surtax on (those) migrants, (c) mandatory savings, withdrawable only in the migrant’s home country, or forfeitable as part of (d) a path to “earned” citizenship once a migrant has saved a certain threshold amount in this mandatory savings account. Migrants would thus be given a substantial incentive to return home rather than to stay. Those who would choose to stay would presumably do so: (a) because their homelands were an especially bleak alternative; (b) because they foresaw high earnings in America so that forfeiting the savings account was worth it (these people would probably have relatively high IQs, on average); or (c) because they especially like, admire, and enjoy America (these people would presumably place a particularly high value on American institutions). To mix these migrants into the electorate is a very different, and doubtless much more favorable, prospect, than simply allowing anyone to come and vote. Of course, this is just one of many possibilities that would separate the right to come, live, and work from the right to vote. I made a similar point in the comments of the Garett Jones post, and added that “It’s even easier to maintain high hiring standards for the bureaucracy, which obviously doesn’t have to, and doesn’t, hire a representative cross-section of the resident population.” I also posed the question:

If I were to hypothesize that the maintenance of high-quality institutions depends mainly on the characteristics of an elite, and need not be much affected by adverse changes in the composition of the broad mass of the population, would the evidence that Garett has studied contradict me?

This was the jumping-off point for a very interesting debate between BK and John Lee. BK’s comments, in particular, are highly interesting and informative, yet I find myself unconvinced and dissenting at many points. BK answers my question:

Yes, if we are just referring to the overall demographics of a country. Note that across countries, smart people earn higher incomes as the proportion of smart people rises, not the absolute total.

Chinese-Singaporeans generate income almost twice as great in mostly Chinese Singapore as the large Chinese-Malaysian minority does in Malaysia (about $70,000 per annum vs about $38,000), even though there are less than 3 million Chinese in Singapore but almost 7 million in Malaysia. But the Chinese make up 75% of Singapore vs 25% of Malaysia…

There is a Chinese elite, but this isn’t enough to fix the institutions, which have to represent the general population. All this occurred in the context of strong legal discrimination in favor of Malay majority, racialized anti-business sentiment, and big gaps in political views between Chinese and non-Chinese Malaysians.

OK, but wait. There is a Chinese business elite in Malaysia, but the political elite is Malay. It is this Malay political elite that imposes “strong legal discrimination in favor of Malay majority, racialized anti-business sentiment,” etc. It is also important that (a) the Malays have deeper historic roots whereas the Chinese are relatively recent arrivals, and (b) the Malays are linguistically and religiously homogeneous (more or less, I think: BK and John Lee both know the region better than I do). If we’re looking for lessons from Singapore/Malaysia that cross-apply to a hypothetical open-borders United States, this argument would only be relevant if we’re supposing that voting immigrants would become the majority of the population, develop solidarity among themselves, and vote for “strong legal discrimination” and “racialized anti-business sentiment” against the offspring of today’s natives. With immigration tariffs and a gradual path to citizenship, you could more or less ensure that voting immigrants would never constitute a majority. Since immigrants would come from many different countries, it’s unlikely they’d develop solidarity among themselves except on wedge issues that related to them directly. Instead, they’d want to assimilate with American natives. Given that American society has a powerful absorptive capacity– if you’ve got fluent English and a college education and want to be a normal American, people will treat you like a normal American; and if you wereborn here, it’s taken for granted that you’re a normal American, never mind your background– any scenario resembling that in Malaysia is really quite implausible.

Also, I think the fact that immigrants would know they were immigrants makes a big difference. Malays in Malaysia think of the land as theirs. They’ve been there the longest. South Africa is in a similar situation, as far as I understand: black South Africans see themselves as the rightful owners of the soil, the whites as intruders. Russia, whose history I know better, stands in striking contrast to the 19th-century United States, because while they could both be described as multi-ethnic empires, in Russia the subordinate nationalities had never consented to be part of the Russian Empire, but for the most part had been simply conquered (it’s a little more complicated but never mind), whereas in the United States, the subordinate nationalities (if I may put it that way for the sake of the parallel) had in a real sense consented to rule from Washington by crossing oceans to immigrate. They were therefore much less inclined to question the legitimacy of the government and far more inclined to develop patriotic loyalty to the United States, superimposed on a lingering loyalty to their various mother countries. Abe Lincoln would be a Russian now

The subject of 19th-century immigration almost inevitably comes up in open borders debates. Open borders advocates see a lot to desire and emulate in the 19th century approach to immigration — namely:

Give me your tired, your poor,
Your huddled masses yearning to breathe free,
The wretched refuse of your teeming shore.
Send these, the homeless, tempest-tost to me,
I lift my lamp beside the golden door!

The 19th-century-related counter-example I’ve seen here from restrictionists is “Where are the Native Americans/other aboriginal peoples of the world now?” A related, more specific, example is how Mexico’s open borders allowed whites from America and Europe to enter their state of Texas, and eventually secede altogether from the country. These aren’t very convincing examples for many reasons, but the biggest one I can think of is that 19th-century contemporaries, by and large, took cognisance of these problems, and nevertheless agreed that keeping borders open remained the just, humane thing to do.
